25.1 The Pashupati Area Development Fund Ordinance, 2043 being inoperative unless otherwise intended, the inactivity shall,- 25.1.1 The Ordinance was not in force at the time of inactivity or 25.1.2 It will not affect any thing that has been carried out according to the Ordinance or any other work done before the completion of the ordinance or any thing that has been enjoyed.

25.1.3 shall not affect any rights, facilities, duties or obligations received, achieved or suffered in accordance with that ordinance.

25.1.4 Any penalty, punishment, or confiscation shall not affect.

25.1.5 Any such right, facility, duty, obligation or penalty written above shall not affect any action or measure and as long as the said Ordinance remains in force, any such Legal action or measures may also be initiated, continued or implemented.
